101 ORGANIZATION

Purpose
The clear delineation of service ownership and organizational structure is necessary to assure accountability to consumers and governmental entities. These standards are important for the organization to maximize its own effectiveness and to be responsive as an organization to the public.

101.01 Ownership
Full disclosure of the agency ownership is required.

Characteristics:

101.01.01 The applicant shall maintain documents related to the official type of legal organization of the service, stating whether it is an individual proprietor-ship, partnership, corporation or subsidiary of any other corporation or unit of government. Applicant shall show written evidence of documents officially registering the entity with the Secretary of State or other designated official in each state in which the agency is chartered, incorporated or authorized to do business. KVRS keeps copies of its SCC "Annual Report" filings in its Business Office.

101.01.02 The applicant shall disclose any fictitious or trade name(s) under which the organization operates, including but not limited to the name(s) by which said organization is known to the public. Other registered names

101.01.03 The applicant shall disclose any parent, subsidiary or other relation-ships that involve ambulance or other health care business activities; shared overhead or resources; or that have inter-locking directorates. Associated organizations
101.01.04 The applicant shall maintain documents certifying compliance with state and local licensure where such is applicable. KVRS is licensed by the Commonwealth of Virginia Department of Health Office of Emergency Medical Services as EMS Agency #335 -- an "Emergency Ground Transport -- ALS (CT-PM)" agency.  KVRS keeps the license in its Business Office.

KVRS, per Section 2-4 of the Code of the City of Virginia Beach, is an integral part of the city's public safety program.  The city does not license its volunteer rescue squads, per se.

101.02 Organizational Structure A written organizational structure (chart) is required to assure that the organization is managed effectively and efficiently and so that lines of responsibility and authority can be clearly delineated.

Characteristics:

101.02.01 The applicant shall maintain a written organizational chart, updated no less than once per year, which clearly delineates responsibility, authority and chain of command within the organization. Understanding the Line Officer Realignment of 1999

101.02.02 Said chart shall include lines of reporting authority involving outside entities, such as medical direction and/or medical control and reporting authority involving any outside local or state regulating entity such as an Emergency Medical Services Authority, Board, Commission, Council, Committee, etc.  
101.02.03 The applicant shall maintain written job descriptions for all positions. Bylaws section 104 contains job descriptions for the squad's administrative officers.

Bylaws section 204 contains job descriptions for the squad's operations officers.

101.02.04 The applicant shall maintain written policies regarding the specific delineation of responsibility and authority within the organization. The bylaws contain specific delineations of responsibility and authority within the organization.
101.03 Management The organization must have one principal administrative officer (i.e., president, chief, director or coordinator) who is responsible for overall day-to-day operations of the service, including but not limited to the development of mechanisms to implement policies.

Characteristics:

Bylaws section 204.3.A assigns these responsibilities to the Captain.
101.03.01 The organization must have an organizational hierarchy which incorporates sufficient intermediate supervisory personnel to provide the administrative officer an effective span of control. The management and supervision team must demonstrate an overall unity of command with clearly demonstrable lines of authority and responsibility going both up and down the organizational chart so that every individual is answerable to only one superior, and through him/her, ultimately, answerable to the principal administrative officer. Bylaws section 204 defines the squad's organizational hierarchy.  The document, Understanding the Line Officer Realignment of 1999, is a graphic interpretation of this hierarchy, and clearly demonstrates the required characteristic.
101.03.02 The organization must have written management policies, directives, protocols and procedures which refer to operations of the organization. They must be supplied to all personnel. The squad supplies official soft copies of all such documents to all members via the World Wide Web, and official hard copies are available in locked and unlocked locations at the squad's headquarters and business office.
101.03.03 The chief administrative officer, through the management and administrative staff, establishes and maintains personnel policies. There shall be a well-defined disciplinary procedure to enforce rules.  
101.03.04 The chief administrative officer, through the management and administrative staff, provides written plans for the implementation of financial policies and practices that pertain to, at least, the following:
101.03.041 An annual budget that reflects overall expenditures for the organization.  
101.03.042 An annual review of the financial status of the organization shall be conducted in a manner which takes into account all true costs (including shared or hidden costs) of operation.  
101.03.043 The control of accounts receivable and payable, the handling of cash and the extension of credit.  
101.03.05 The chief administrative officer, through the management and administrative staff, provides sufficient budgetary data for use in planning and evaluation. The data shall be sufficient to keep the persons responsible for planning and evaluation adequately and currently informed.
